Within the context of promoting regional and
international cooperation, APPA Secretariat carried out several missions to
some APPA member countries and international organizations. These missions
allowed for the strengthening of the working relationship and laying of solid
foundations for a mutually beneficial cooperation.

Visits to Member Countries
The Executive Secretary carried out missions to
five countries during the 2010-2011 financial year, which are:
This mission was within the context of a series
of consultations with APPA Member Countries on the organization of the March
2011 statutory meetings of APPA.
During this mission, discussion also centred on
the African Petroleum Institute project and the collection f legal documents
from Egypt for the study on the oil related legal and contractual framework of
APPA member countries.
- Sudan, Chad and Mauritania
A fact finding and public enlightenment mission
into these three African countries enabled the Executive Secretary to meet the
top officials of the countries, leaders of the oil sector and communicate with
the press.
In Sudan, after an audience granted by the
Minister of Petroleum Resources, His Excellency Dr. Lual A. Deng, to the
Executive Secretary during which issues relating to the financial contributions
of Sudan were discussed, the Executive Secretary visited the Central
Petroleum Laboratories, the Petroleum Training Centre and the Khartoum
Refinery Company Ltd.
At the end of the visit, the Minister gave a
letter of the appointment of the APPA National Representative for Sudan and
that of the appointment of the Local Administrator of the APPA Databank.
In Chad, an audience was also granted to the
Executive Secretary by the Minister of Petroleum and Energy, His Excellency Dr.
TABE Eugène NGAOULAM. The two
parties discussed about the restructuring of the APPA National Representation
for Chad, financial contributions and the participation of Chad in statutory
meetings of June 2011 in Brazzaville (Congo).

During his stay, the Executive Secretary held
some working sessions with the Directors and Managers of the Ministry, the
Deputy Managing Director and the top level staff of the Chad National Oil
Company (SHT). At the end of his stay, a press conference was organized with
the public and private Chadian press with a view to enhance the visibility of
APPA in Chad.
In
Mauritania, the audience granted by the Minister of Energy and Petroleum, H.E. Mr. WANE IBRAHIMA LAMINE, enabled the Executive Secretary to recall the
vision and objectives of APPA and raise the concerns of APPA with regards to
the participation of Mauritania in the activities of the Association.
The Minister of Energy and
Petroleum took due cognizance of the presentation made by the Executive
Secretary and reaffirmed the willingness of Mauritania to honour its
obligations within the Association. He undertook to consider the various issues
which were raised with all the parties concerned so that appropriate solution
could be fund to them.
During his stay, a meeting was held with the leaders of the petroleum
companies operating in Mauritania as well as those of the Mauritanian National
Oil Company (SMH).
Within the context of
sensitizing African oil producing countries to enable them become members of
APPA, the Executive Secretary paid a visit to Accra (Ghana). During his stay,
the Executive Secretary met His Excellency Mr. Emmanuel Armah-Kofi Buah, Deputy
Minister of Energy of Ghana in the absence of the Minister of Energy who was on
a mission.

After the congratulatory
messages addressed to the Government of Ghana which became oil producer since
14th December 2010, the Executive Secretary presented the background of the
establishment of APPA , recalled the vision and the objectives of the
Association and developed the advantages which Ghana could enjoy by becoming
member of the Association.
The Deputy Minister of Energy
of Ghana thanked the Executive Secretary of APPA for this effort and
pointed out the need for African
countries to support and help themselves in the development of the oil sector,
a sector in which many APPA countries have already acquired some knowledge to
be shared.
Further to this visit, Ghana
via letter ref EA/7/315/01 of 16th February 2011, forwarded to the APPA
Secretariat an official membership request to the Association. During its 28th
Ordinary Session, held in Brazzaville (Congo), Ghana was admitted as the 17th
Member Country of APPA.
