Special Meeting of National Representatives of APPA
Brazzaville, 30-31 March 2011 

A Special Meeting of APPA National Representatives mandated duly by their respective country, was held on March 30 and 31st 2011, in Brazzaville (Congo).

Eleven of the sixteen member countries that account APPA were present.

The opening ceremony was chaired by His Excellency Mr. André Raphaël LOEMBA, Minister of Hydrocarbons of the Congo Republic.
In his speech, the Minister welcomed all delegations in Brazzaville, the APPA statutory Headquarters. Facing the situations of crisis in Côte d'Ivoire and Egypt, countries assuming respectively the Presidency and the Vice Presidency of APPA, and which did not allow the organization of those statutory meetings, the Minister indicated that the Special Meeting of APPA National Representatives was initiated to determine the arrangements to be taken for enabling the Association to continue its activities until the effective holding of such meetings.

The Minister expressed on behalf of the Association, his deep solidarity to Cote d’Ivoire, Egypt and Libya, brotherly countries, and reaffirmed all his wishes of fast re-establishment of the unity and a lasting peace.

After work, the National Representatives adopted a three months interim Plan of Actions for the APPA Secretariat and an associated budget. The National Representatives also adopted an interim Affair Plan for three months for APPA Fund and an associated budget. Inter alia, they decided to assume interim presidency and vice-presidency of the Association respectively by the headquarters country, namely Congo, and the headquarters of APPA Fund, namely Benin. Interim will end after the holding of statutory meetings in June 2011.

Congo, the headquarters Country decided to convene the Statutory Meetings schedduled for june 2011, despite the withdrawal of Côte d'Ivoire and Egypt. These Statutory meetings will be preceded by a meeting of the APPA Ad Hoc Legal Committee, in Brazzaville.This last task will be to review proposals made by Member Countries on the management of the Association during periods of crisis.
